General Summary: This
position serves as a subject matter expert on employee relations issues,
including conflict resolution, investigations, grievance resolution,
disciplinary actions, policy and collective bargaining agreement
interpretation, and employee engagement. Provides coordination and support for
the various functional areas of human resources.
Requirements: A bachelor’s degree in employee/labor relations, human
resources, or a related field and a minimum of four years of related experience;
or a masters degree (preferred) in employee/labor relations, human resources or a related field with a
minimum of two years of related experience.
PHR/SPHR or SHRM-CP/SHRM-SCP certification a plus.
COMPETENCIES:
· Proficiency in Microsoft Office.
KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of:
· Principles and practices of human resources administration and federal, state, and local employment laws and regulations governing the functional areas of human resources are preferred.
· Collective bargaining agreements and processes including contract administration and interpretation, and grievance resolution and documentation.
Skills and Abilities to:
· Effective oral and written communication skills.
· Interviewing skills necessary for both employment purposes and investigations.
· Demonstrated strong case management, problem solving, mediation and conflict resolution, interpersonal and analytical skills.
· High level of integrity, confidentiality and professionalism.
· Ability to attend and/or conduct in-person meetings, hearings, and interviews, and travel between College campus and location centers to meet with employees and staff
Duties: 1. Serves as a primary point of contact for employee relations matters across the College.
2. Conducts thorough and timely investigations into formal employee complaints, grievances or policy violations. Handles fact-finding, mediation, and terminations.
3. Coordinates unemployment responses and hearings, pre-disciplinary hearings, and Loudermill hearings. Attends hearings as assigned.
4. Coordinates labor – management activities (monthly meetings and issues that arise); interacts with stewards to resolve conflicts at the lowest level possible.
5. Maintains accurate and confidential employee and labor relations records, files, spreadsheets, and calendars of meetings and events. Handles Act 168 requests.
6. Supports staff and Compliance Specialist by assisting with human resources records management and retention program.
7. Provides human resources training and development; provides presentations to employees on various levels.
8. Develops and implements employee relations programs and policies to foster a positive work environment.
9. Supports planning and facilitation of college-wide events and programs initiated by HR as assigned.
10. Reviews and updates policies and procedures; revises the Employee Manual and coordinates updates with Legal.
11. Performs other duties as required or as assigned.
Clearances: Current criminal record/child abuse clearances will be required if offered the position and to be employed at the College. The three clearances are Pennsylvania Child Abuse History Clearance, Pennsylvania State Police Criminal Records Check, and Federal Bureau of Investigations (FBI) Criminal Background Check.
