How to Obtain and Submit Pennsylvania Act 153 Background Clearances


The Community College of Allegheny County requires all employees to obtain three different background certifications or clearances:

  1. PA State Police Criminal History Records Check
  2. PA Department of Human Services - Child Abuse History Check
  3. PA Department of Human Services - FBI Fingerprint Check

Important! The ORIGINALS of all required clearances must be presented for review and verification. Originals will be returned to the employee after verification. These clearance are transferable and valid for five years.

Browser Requirements

The recommended web browsers for this site are Microsoft Internet Explorer 9.x-11.x, Microsoft Edge, Firefox version 60 or newer, or Chrome version 66 or newer using a 32 bit or 64 bit browser. All other web browsers or versions (such as Safari and Opera) are not supported. Web browsers need to accept cookies and have scripting enabled. Ensure that pop-up blockers are disabled.


The current fee for this clearance is $25.25.


How To Video: How to obtain Clearance #1 - PA Dept. of Human Services - FBI Fingerprint

  1. Apply online at  
  2. Enter the service code 1KG756 and select “go”.
  3. Select “schedule or manage appointment” link.
  4. Complete all of the required personal Information. Select “NO” to the question if you have an authorization code (coupon code).
  5. Select from a drop down menu on what form of identification document you will bring to the site for fingerprinting.
  6. Select the location and choose a date and time for an appointment.
  7. Go to one of the designated locations to get fingerprinted.
    The $23.85 fee is paid at the site where fingerprinting is completed.
    You will be photographed as part of the process during your appointment. 
    You can cancel an appointment or reschedule if necessary.
    Make sure you take the photo identification you identified when registering with your appointment. 
  8. The blue clearance document or eligibility letter is mailed directly to the applicant/employee to turn in at the requesting employer. This process is expected to take 10 days or less.

    If you do not receive your clearance within 30-days of your fingerprinting appointment, please contact the Department of Human Services to check the mailing address and to request a duplicate copy of your clearance by calling 877-371-5422, Option 4 for FBI Fingerprinting clearances.

PA Department of Human Services - Child Abuse History Check


The current fee for this clearance is $13.00.

  1. Please be aware that you will need to know every address where you have resided since 1975, every person that you lived with during that time, their relationship to you, and their current age.
  2. Apply online at
  3. If this is your first time requesting a clearance, select “Create Individual Account” and complete the requested information. Note: The “Keystone ID” is a username that you create. The system will send you a temporary password via email.
    If you are renewing your clearances: Select "Individual Login"
  4. If new, login with temporary password and change the password. Otherwise, login with your existing Keystone ID.
  5. Click on option “Access My Clearance,” then click on “Create clearance application,” selecting reason “School Employment.”
  6. Note: When entering Social Security number, it may be difficult to see the last number when you entered it, but later confirmation should show the full number.
  7. When asked if you are a school employee governed by public school code as shown below, please designate “School Employee Governed by Public School Code...”
  8. Continue filling following the directions.
  9. Submitting your clearance application online will give you immediate access to your results or the status of your results if your results cannot be processed immediately. Make sure you print and retain a copy of the clearance for your records.

PA State Police Criminal History Records Check


The current fee for this clearance is $22.00.


How To Video: How to obtain Clearance #3 - Pennsylvania State Criminal Check

  1. Apply online at
  2. Click on "Submit a New Record Check" button.
  3. Read and accept the terms.
  4. Select the radio button beside "Individual Request," and click on the "Continue" button.
  5. On the dropdown for "Reason of Request," select "Employment."
  6. Enter your personal contact information on both the “Requestor Information” and “Record Check Request Form” pages.
  7. Click the “Submit This Request” and then “Submit” button to get to the “Request Checkout” page so you can proceed with payment via credit card.
  8. When you get to the confirmation page, look to see if there is a blue "Certification Form" link for your certificate since about 85% of the time "No Record" certificates are returned immediately. Otherwise, you will receive a response by email when it is complete.
  9. Important: Please print out the Certification form and confirmation page with the control number and date of request. These are needed if you need to re-access your clearance.

Submitting Your Renewed Clearances

 Employees have two options to submit their renewed clearances to the Office of Human Resources:

1.      Virtually via email and a Zoom meeting

2.      In-Person at the Employee Processing Center (EPC)

ATTENTION NEW HIRES: New hires are to submit their clearances during their Pre-Hire Meeting, so please do not schedule a separate clearance appointment.

Schedule an appointment to submit clearances virtually

 Before scheduling, please follow the steps below.

1.      Schedule a virtual appointment through Calendly using the following link. Once clearances are received via email, a Zoom link will be attached to this meeting. (Appointments will be cancelled if clearances are NOT received 24 hours before the scheduled meeting time.)

2.      Email and attach clear, quality PDFs of all clearances you are submitting. If you are having difficulty, your department's secretary can most likely assist you. 

3.      If submitting your DHS FBI Clearance:

During the Zoom meeting, you must present your official blue FBI Fingerprinting Clearance from the PA Department of Human Services. You should have received this official clearance in the mail.

4.      Present a photo ID during the Zoom meeting.


Schedule an in-person appointment at the EPC

 Before scheduling, please read the appointment information below.

1.           Employee schedules an appointment through Calendly to visit the Employee Processing Center (EPC) using this link. 

2.           Report to the EPC at the scheduled date and time.

4.           A photo ID is required.

5.           Clearance copies will be retained in Perceptive Content for the College's records.

6.           Originals are returned and retained by the employee.
