General Summary: Serves as primary investigator for Civil
Rights employee complaints and assists in coordinating Title IX prevention,
programmatic and reporting initiatives. Provides general support to the Office
of Diversity, Equity and Inclusion (ODEI).
Requirements: Education and Experience:
- A master’s degree in Human Resources, Law, Law Enforcement, Student Services Administration, Counseling or related field and a minimum of three years of related experience.
- A bachelor’s degree in Human Resources, Law, Law Enforcement, Student Services Administration, Counseling or related field and a minimum of five years of related experience.
- Formally trained in investigation process by an accredited trainer, such as Office for Civil Rights or Association of Title IX Administrators (ATIXA).
Preferred Qualifications:
- Experience in a higher education setting. Experience with training development and facilitation. Experience with policy development and implementation.
Duties: 1. Serves as the Deputy Title IX Coordinator and primary investigator for employee complaints involving Civil Rights/Title IX harassment and discrimination complaints. Participate in hearing board process as needed.
2. Collaborates and consults Civil Rights Compliance Officer regularly to monitor and manage complaint process to ensure timely response, interim measure options and formal/informal resolution of complaints and other issues. Maintains a high level of confidentiality.
3. Interviews complainants, respondents and relevant witnesses to gather information and evidence. Acts as a neutral party through all aspects of the investigation process and ensures equitable treatment of all parties. Ensures a well-documented investigative process. Maintains accurate and thorough records and notes of investigatory process. Creates comprehensive written investigative reports.
4. Assists with the development and implementation of a comprehensive and ongoing Civil Rights, Title IX, Title VI, Title VII, VAWA, ADA/Section 504, and other relevant legislation training for employees.
5. Identifies local and national resources and opportunities for Civil Rights/Title IX program development, including state and federal grants and funding collaborations.
6. Initiate expanded partnerships with new and existing community partners, such as local domestic violence shelters and rape crisis centers.
7. Collaborates and consults with Human Resources, Student Conduct, Disability Resources and Services, General Counsel and other relevant college personnel, as needed or directed. Serve on relevant campus committees.
8. Assists with case management database to organize, manage, and track all Civil Rights/Title IX complaints.
9. Conducts research and attend trainings to gain knowledge and best practices related to Civil Rights/Title IX, non-discrimination of laws, regulations, and investigatory processes.
10. Assists with climate surveys, reporting and annual policy review.
11. Performs other related duties as required or assigned.
Clearances: Current criminal record/child abuse clearances will be required if offered the position and in order to be employed at the College. The three clearances are Pennsylvania Child Abuse History Clearance, Pennsylvania State Police Criminal Records Check, and Federal Bureau of Investigations (FBI) Criminal Background Check.
