General Summary: Coordinates College fiscal control and accounting operations which include Accounting, Financial Analysis and Reporting, Payroll, Accounts Receivable and Payable, Treasury Management, Fixed Assets Recordkeeping, Budgets, Audit Coordination and Contracts, and Restricted Grants Accounting.

Requirements:  Requires a master’s degree in business administration, accounting, finance, or a related field and/or CPA; a minimum of eight years financial management and supervisory experience required. Experience in higher education financial management preferred. Awareness of internal controls and ability to detect fraud. Must possess solid communication, technology, leadership, analytical and management skills both oral and written.  Should retain good interpersonal skills and maintain a professional demeanor. Ability to travel as requested by the Vice President of Finance required.

Duties:  

  1. Directs College accounting practices and policies in accordance with generally accepted accounting principles (GAAP), and governmental accounting standards board (GASB), pronouncements, standards, and guidance, and the applicable laws and regulations. Proposes updates to College policies and procedures as conditions warrant.
  2. Secures annual certification of financial results of operation by independent auditors; serves as principal contact and provides assistance to auditing firms.
  3. Assists in the preparation and reviews the monthly and yearly financial statements for accuracy, reasonableness, and coordination with the annual operating and capital budgets of the College.
  4. Maintains knowledge of the College’s operating and capital budgeting processes and software systems to ensure full redundancy of the Senior Budget Analyst (Operating Budget) and Budget Coordinator/Analyst (Capital Budget) positions.
  5. Serves as contact and liaison with banking institutions to ensure the College receives appropriate banking services at minimum cost while maximizing return of earnings on investment as permitted under the College’s investment policy. 
  6. Responsible for prudent treasury and cash flow management for the College.
  7. Maintains, educates, and increases knowledge of the college’s staff concerning college accounting, financial reporting, policies and procedures.
  8. Acts as liaison to the Pennsylvania Department of Education to assure maximization of state operating and capital funding.
  9. Conducts efficient and timely ongoing reviews of College financial business operations for verification of adherence to governmental regulations, procedures and reporting requirements as well as College policies, rules, and regulations.
  10. Performs ongoing financial analyses of all accounting records and directs the implementation of new or improved automated accounting systems.
  11. Administer and oversee financial accounting systems, practices, and procedures for two component units of the college, including coordinating the tax filing for one of the component units. 
  12. Provide supervisory leadership to the Bursar and Director of Accounting, and staff.
  13. Build strong partnerships with the internal college community.
  14. Supervise and direct the bond accounting practices. 
  15. Hiring, training and retaining accounting staff.
  16. Performs other duties as assigned.

The three clearances are Pennsylvania Child Abuse History Clearance, Pennsylvania State Police Criminal Records Check, and Federal Bureau of Investigations (FBI) Criminal Background Check.
